Mukhang napaka-challenging ng 2020 at ang pagpasok ng Year of the Metal Rat para sa Angkas.
Una, dahil nga sa nakaambang pagba-black list sa Angkas dahil diumano nakita sa social media na nag-operate ito sa LABAS ng tinatawag na control area para sa pilot testing ng motorcycle taxi service.
Pangalawa, dahil mukhang may issue sa legalidad ng operation ng Angkas. Ayon sa isang dokumentong pinadala sa akin ng source ko, 99.99 percent ng ikapat ng authorized capital stock ng DBDOYC Inc na kilala rin bilang Angkas eh binayaran at pagmamay-ari ng misis ni George Royeca na si Angeline Tham na isang Singaporean citizen.
Maaaring lumabas na labag sa Philippine constitution at batas sa foreign investment ang ginawa nitong misis ni Royeca.
Bago ko ipaliwanag kung paano maaaring nakalabag ng batas itong si Tham, balikan muna natin ang naka-ambang blacklisting ng Angkas dahil sa hindi nito pag-galang sa control area ng motorcycle taxi service.
Naglabas ng isang post sa Facebook ang Department of Transportation na ito ang sinasabi:
FACT: The Motorcycle Taxi Service is a transportation concept being carefully studied and assessed by the government right now. Thus, the program is STILL ON PILOT RUN BASIS, subject to terms and conditions laid out by a Technical Working Group (TWG) commissioned by DOTr composed of members from LTFRB, LTO and i-Act..
One of the basic guidelines set by the TWG is assigning the DESIGNATED area where the program can run. As in any pilot or test run endeavor, the premise for limiting or restricting the area is for SAFETY and CONTROL of test run operations, to mitigate or immediately contain any issue or problem that may arise.
In the ongoing Pilot Run, the designated area is METRO MANILA and METRO CEBU ONLY.
The TWG, therefore, is very much concerned with reports from the field, and as duly published in various social media accounts, of the availability and proliferation of the ANGKAS service in regions OUTSIDE of the CONTROL AREA.
This is a clear breach of the terms of reference by ANGKAS, and a blatant, and very dangerous disregard of the agreed guidelines set by the TWG.
ANGKAS should not put to risk or be allowed to endanger life and property in exchange for business viability. The SAFETY of the riding public is of utmost priority, especially in a pilot run environment. There is no compromise here.
We are therefore calling out Angkas and seek an explanation why it committed such a perilous breach by operating outside NCR and METRO CEBU, and show cause why no sanctions be imposed upon you as a participant of the PILOT STUDY for deliberately disregarding guidelines set forth by the TWG.
The public and the TWG deserves to know.

Pero, paano nga naman gagalangin ang batas ng Pilipinas kung sa pagbubuo pa lamang ng korporasyon ng Angkas eh mukhang tagilid na?
Ayon sa Certificate of Filing of Amended Articles of Incorporation ng Angkas, 99.99 percent ng capital nito ay pagmamay-ari ni Angeline Tham. Ni singkong duling walang ambag si George, tsk!
Nakatala sa Executive Order 65 Promulgating the Eleventh Regular Foreign Investment List, hanggang 40 percent lamang ang pwedeng maging foreign equity or pagmamay-ari ng isang foreigner sa isang domestic market enterprise. Ang domestic market enterprise eh negosyong gumagawa ng produkto o nagbibigay serbisyo.
Itong binayaran ni Angeline Tham eh para sa 25 percent ng authorized capital stock ng kumpanyang Angkas. Sa halagang halos Php 10,000,000, ibig nitong sabihin eh may Php 30,000,000 pang authorized capital stock na pwedeng pumasok.
Hanggang Php 16,000,000 lamang ang pwedeng ipasok ni Angeline Tham. Ang tanong lang, eh paano kung tamaan ng pagkagulang itong si Tham at gamitin si Royeca para humigit sa 40 percent ang pag-aari niya sa Angkas?
Ewan ko lang kung mapalusot yang ganyang diskarte. Ang problema kasi minsan sa Pilipinas eh ang hirap makita talaga kung sino ang TUNAY may-ari ng isang korporasyon dahil maraming Pinoy na nagpapagamit kapalit ang konting pera.
Anyway, gaya ng sinabi ko sa ulo ng post na ito, ang clue kung sino ang napukpok ng sandok at nakahilata ngayon sa kama ng aso ay si… G! As in Gorgonio.

It is the Congress and the Senate, that must introduce and approve a law to make corporate ownership laws of any kind, simpler and easier to understand to people like me. Regulatory Board, should be a little bit flexible in imposing their regulations; since this is the “trial period”, or “pilot project” on the government efforts to solve the transportation crisis…
These idiot Legislators, especially the YellowTards, must focus on this problem solving. Instead of looking on how to demonize Duterte.. make the fake VP: Lugaw Robredo, serve a full term, and free that drug dealer, Leila de Lima…or some kind of commie inspired rallying issues…
