What exactly does turning a fugitive over to a cabinet Secretary for “processing” mean? Regardles… now that Janet Lim Napoles has reportedly surrendered to Philippine President Benigno Simeon “BS” Aquino III, the plot surrounding the top person-of-interest in the raging controversy around Congressional pork barrel thievery (allegedly) is now allowed to thicken.

Aquino motored to the PNP national headquarters to accept the surrender of Napoles and turned her over to Roxas. The President also met with Napoles’ husband, Jimmy.
But the media was barred from the meeting. Unlike criminal suspects who are immediately presented to the media, the Presidential Security Group ordered the police not to allow journalists to enter the camp.
There was no explanation why Napoles was shielded from the media.
But then why turn a suspected crook over to a cabinet secretary? Isn’t crime a police matter?
One also can’t help but wonder why a Philippine President would even bother to “motor” to Camp Crame to “accept” Napoles’s “surrender”. Some observant netizens have likened this to the President making a courtesy call to the wealthy fugitive.
To be fair, perhaps Napoles may be entitled to courtesy from no less than the President of the Philippines. After all, rumours about her hefty contributions to election campaigns have persisted after “a friend” of Napoles, showbiz personality Lolit Solis, identified Executive Secretary Paquito Ochoa as supposedly having solicited campaign contributions from Napoles back then.
Solis was interviewed over at radio dzBB, claiming that she heard Napoles talk on the phone with a certain “Jojo”.
“Magkasama kami ni Jenny (Janet Napoles) that time may kausap siya sa phone parang nanghihingi ng pera,” Lolit told radio hosts Arnold Clavio and Lala Roque.
Prodded by Clavio if it was Manila Mayor Joseph Estrada, she said: “Jojo Ochoa.”
She said she was not sure which Jojo was on the other line, but Napoles supposedly told her it was Jojo Ochoa.
According to Solis, this all “happened during Christmas time, months before the 2013 elections.”
This was, of course, reportedly denied by Ochoa as “hearsay”. Ochoa has since “chosen not to dignify these with a response,” according to Assistant Secretary Jed M. Eva III.
The Commission on Elections (COMELEC) have also reportedly denied rumours that Napoles contributed to BS Aquino’s presidential campaign in 2010.
A friend of Napoles had earlier disclosed that the latter donated to the campaign funds of Aquino, Villar, and Estrada in 2010.
But based on the Statement of Election Contributions and Expenditures (SOCE) that the three submitted to the Comelec during the May 2010 polls nothing shows she had contributions to the presidential candidates’ campaign funds.
What other juicy bits of information lie waiting to be harvested from the Philippines’ most wanted former fugitive? It is no wonder, then, that President BS Aquino is stumbling all over himself to navigate Manila’s traffic-choked streets on the ride from Malacanang to Camp Crame just to personally oversee the baffling handover of an alleged crook from the police to Secretary Mar Roxas.
Did BS Aquino make an exception this time on his promise to be one with the huddled masses’ traffic suffering and invoke his entitlement to a proper motorcade with blaring “wang-wang” sirens to ensure he gets every bit of an advantage over the average Pinoy schmoe in the drive to the PNP’s headquarters?
Who could blame him? The Napoles affair is an “important” thing, after all, right folks?

Something is not right with the Executive Secretary and whoever palace factotum. For it is hard to grant them a wider latitude of mental leniency since they could have strongly advised the President not to directly meet and handover a fugitive to the PNP head and DILG secretary, far away from media spotlight. This is not even a transaction we could appropriately say is of Presidential gravitas. Totally agree with you. Why would a fugitive accused of illegal detention (and plunder, treason or anything that would destabilize the state) surrender to the President himself? Obviously, there was something going on. And why would it take the full resources of the executive department (Roxas, Lacierda, PNP chief) to secure a fugitive from a crime of illegal detention? Aquino has not only made himself foolishly part of the fray but has demeaned his office by even talking to a fugitive. Well, I’m not surprised, he did it with Lacson. Look where he is right now: up for a Cabinet position and irony of all ironies, being touted as chief investigator for pork. We are in for interesting times, people.

I am more or less incline to go with what you said above because you culled it from our experience in the past, I’m sure. From Marcos to Erap to Gloria, the consistency is undeniable, those in power never gets to serve time like ordinary people and they get to keep a part of their loot.
On the other hand, I would also like to look at this Napoles case as a test whether Pres. Noynoy would make a difference and thread a path that no one has done before him: confiscate the ill-gotten wealth, if proven to be true and convict and imprison Napoles and her cohorts for good.

I think your speculation borders on realm of possibility given the fact that the controversy is so serious and lots of people in power not only stands to lose pork, este, perks but could also be indicted in a case if Napoles decide to sing.

Why is the government spending so much time and resources in transferring again JL Napoles? Would she be safer in Fort Sto Domingo? Is the assassination excuse sufficient to transfer her again? Janet Napoles’ surrender came after PNoy announced a P10-million bounty for information leading to her arrest.
A lot of anti-PNoy like pro-GMA trolls and pro-pork barrel scam lawmakers have unleashed polluted remarks regarding the surrender and detention of JanetNapoles to destabilize the credibility if not the competence of PNoy in having the No.1 fugitive in our country NOW under police custody.
Napoles is classified as a high risk suspect. The crime she committed is of national importance. You do not accord routine security measures accorded to ordinary criminals to a suspect like Janet Napoles. A breach of security could endangered if not ‘wipe out’ the life of Janet Napoles which instantly could paralyze the prosecution of the guilty pork scam lawmakers. If that happens, whom will they blame? PNoy AGAIN?
With the diligent initiatives from the Palace, they were able to negotiate the surrender of Napoles a few hours after Napoles lawyer made remarks on media that Napoles is willing to surrender as long as her safety is assured.
By accomodating to the request, government has saved P10M of taxpayers money for the reward for her capture. If PNoy did not accomodate the request and Napoles remains at large? And the hunt continues, whom will they blame? PNoy AGAIN?
The decision to subject Napoles to an escalated security detail from the Heritage Park to Palace to Camp Crame is a judgement call of the President. PNoy must make sure that Napoles is safe and secured at all cost and by all means.

The decision to isolate Napoles from other detainees and placed Napoles to a safer small air-conditioned room with a small couch and desk and guarded 24/7 inside by 2 female guards is a security control measure adopted to neutralize the imminent danger of being exposed to death threats from criminal elements inside a common jail area. If Napoles is killed inside common prison jail, whom will they blame? PNoy AGAIN?
We will lose our opportunity to prosecute and imprison all guilty pork scam lawmakers if every action the government executes on Napoles is subject to noisy theoretical criticisms and grandstanding speculations.

I would have commended her at least if she just ended her life right now, but then again it won’t solve anything until she spills everything that involves her with this case.

I thought the Coast Guard shooting would end up clearing those that filled the Taiwan vessel with .50 cal bullets but it turned out authentic and good it just took long time so I feel that this witness has so much to tell, lol and she needs to be protected. She can’t even stay with the police force because according to them anyone can come in with an ID card? Whats that say about the police force they can’t even protect people, so my next question is why have a police force then if it can’t be fixed, that should be the next step there’s no security at a police station anybody can pick up the prisoner, lol you can’t make this stuff up, where’s the outrage?

Outrage…there’s always outrage anywhere and everywhere but it is apparently misguided at best, but sometimes it does hit the mark but not often as some people claim to do so. It’s just a fad, the same thing with trending things in and out of the internet.
The information about the ID card was on one of the news channels, lol.. not even hidden but something that could be fixed, it was addressed but like many stories here, there’s no follow up.
That’s the problem..which is a common occurrence around that can be seen almost everywhere..they never finish what they started, and if they do everybody else pretty much forgot about it or is sick and tired of it.
Pretty much almost every single issue didn’t have a decent closure due to I guess “things that aren’t in their control but in reality they can but they just don’t do it”.
They will just continue to drag things along for as long as they want to because they can until who knows when it will end or I guess whenever something big will happen (ex. scandals or whatever) to just cover things up a bit.
Seems like the more digging thats done the more issues start to pop up and how can this level of corruption be fixed, it can’t… What a mess, after days, months and years on the media nobody will care it’s not news day any more. If no concrete plans are set in place to fix the many issues it’s just talking and agreement and then no action.
The ABS CBN’s flash news today (9/2) at 10AM caught my attention, the newscaster mentioned that Janet Napoles as “the root of pork barrel scam”. I find it quite misleading, diverting the people’s attention from the real root of the pork barrel scam – the opaque, unaccounatble pork barrel system set by the Executive barnch.
While I may agree with you on the misnomer ‘root of pork barrel scam’ made by the ABS newscaster I cannot help but noticed you also made a misleading statement when you alleged about the ‘real root of the pork barrel scam’ pointing at the Executive branch.
The ABS mix-up is much closer to the story than your own ala-parapraxis statement. Let me tell you why I said that.
Napoles was widely believed to be in the center of pork barrel scam. She’s under custody right now and will soon be charge with crimes that more or less fall on corruption matters.
The Executive branch, on the other hand, faces no pending charges about “the opaque, unaccountable pork barrel system’ that can be called the ‘real root of the pork barrel scam.’ No such thing.
While the ABS may offer a reason that their newscaster simply made an honest mistake in its use of words against Napoles, your statement are very categorical and strongly shows malice intent on your part.
I maybe wrong but your post is quite clear about your allegation.
